Should work. I wouldn't think it's worth your time for a business license doing gift wrapping. You can do it as a sole propietorship without problems. Worst case, some nut job could sue you for a broken gift which they wouldn't do since legal fees would be as much as the cost of the gift. They tell you the color scheme, you bring the supplies, and charge for materials plus an hourly rate.
